Teknoloji transferinin ekonomi-politiği: Türkiye haberleşme şebekesi örneği

Abstract

Bu makalede teknoloji transferinin reel koşullarının eleştirel bir ekonomi-politik analizini ileri sürüyorum. Bu analizin örnek olayı olarak Türkiye telekomünikasyon sektörünün uzun vadeli dönüşümü seçildi. Analizde farklı dönemlerde farklı şebekelerde gerçekleşen teknoloji transferi süreçleri dört kıstas üzerinden ele alınıyor. Bunlar zamanlama, kurumsal çerçeve, yabancı sermayedonör karakteri ve eski teknolojinin direnişi şeklinde sıralanıyor. Bu amaçla geç Osmanlı dönemi telgraf şebekesi, erken Cumhuriyet dönemi İstanbul Telefon Şirketi, 1980’ler telekomünikasyon atılımı ve 1990’lar-2000’ler mobil telefon şebekesi inceleniyor.

In this article, I present a critical political-economic analysis of the real conditions of technology transfer. The long-term transformation of the Turkish telecommunications sector is chosen as the case study for this analysis. Different technology transfer processes occurring in different networks in different periods are examined through four criteria: timing, institutional framework, foreign capitaldonor character, and resistance of the former technology. For this purpose, the late Ottoman period telegraph network, early Republic period Istanbul Telephone Company, the telecommunications leap of the 1980s, and the mobile phone network of the 1990s-2000s are examined.
